Bill Clinton’s Population Control Policies
Possibly one of the most heinous of Bill Clinton’s foreign policies dealt with population control.
World Population Organizations were requiring that Third World countries accept their population control agenda in order to qualify for financial assistance. The United Nations, International Planned Parenthood Federation, World Health Organization, U.S. Aid, World Bank, and other population control groups used hundreds of millions of U.S. tax dollars to kill babies around the world in the effort of controlling the population and to advance the depopulation agenda of The Club of Rome.
They have stated the priorities of their common agenda:
- Generalize worldwide sex education among youth.
- World wide legalization of abortion.
- World legalization of sterilization.

Abortion as Family Planning
Pro-abortion groups do not admit to promoting abortion “as a method of family planning.” Rather, they claim to promote legalization of abortion and/or provide abortion to protect women’s health from illegal abortion, or as a “contraceptive backup,” or because it is necessary to bring about equal status of women in society, etc.
The Pataxo Ha-Ha-Hae Indians in the villages of Brazil have learned the lessons of family planning. When a health census revealed in 1998 that all but one of the 10 women of child-bearing age in one village was sterile with similar situations in neighboring villages, tribal leaders began charging genocide.
The real issue was not “family planning,” rather it was land. Free sterilizations meant fewer Indians, and fewer Indians meant the big ranchers in the region were in a better position to take ownership of the land. [Associated Press, April 25, 1999]
United Nations Conference on Population and Development
A Special Report EIR (Executive Intelligence Review) March 10, 1981, reported a Club of Rome planning apparatus operating outside the control of the White House whose sole purpose is to reduce the world’s population by 2 billion people through war, famine, disease and any other means necessary. The targeting agency for the operation is the National Security Council’s Ad Hoc Group on Population Policy. Its policy-planning group is in the U.S. State Department’s Office of Population Affairs, established in 1975 by Henry Kissinger.
The Clinton administration perceived an “approaching disaster” of world overpopulation. The problem, as they see it, is human beings – far too many human beings. They think the world is awash in babies.
To remedy this problem, Vice President Al Gore and U.S. Undersecretary of State Tim Wirth led an American delegation of 45 members to the United Nations Conference on Population and Development in Cairo, Egypt, September 5-13, 1994.
Ways to Control Population Growth
UNFPA Exposed: Episode 1
Over a four-year period preceding the Cairo conference, the international population control clique put together a “Draft Final Document of the Conference,” which calls for extensive governmental activity to promote abortion, force-feed sex education and contraceptive equipment to teenagers, and undermine traditional family structures.
The same cast of characters that took control of the National Conference on Women back in 1977 was calling the shots in Cairo. Betty Friedan, Pat Schroeder, Jane Fonda, Gloria Steinem, Bella Abzug and other radical feminists were on hand to promote their anti-family agenda to all the nations of the world.
The U.S. pushed the position that abortion should become universally available in every country, and that every nation should embrace freely available abortion as the fundamental right of all women.
“This could be described as the largest Planned Parenthood meeting in history,” said Monsignor Peter Elliot, a member of the Vatican’s delegation to Cairo. Its purpose was to promote condom usage, abortion, radical feminism and homosexual activism around the world.

Linda Chavez in a USA Today article, expressed the danger that governments seeking favor and/or funding from the United States will impose “birth quotas” on its women in order to reach mutually agreed-upon population targets. She explained how the Cairo conference will actually restrict individual liberty and repress women, rather than “empowering” them as the organizers claim. She wrote: What they [population control advocates] don’t often say is that such policies will mean more government coercion and less individual liberty for people in other countries than Americans would ever tolerate for themselves. Pope John Paul II, joined by leaders of many Muslim groups, severely criticized the conference organizers, saying they undermined family values and sought to promote an international right to abortion. Mr. Gore, attempting to deflect the Vatican anger, denied that abortion is the centerpiece of the U.S. policy.
On May 11, 1994, U.S. Undersecretary of State Tim Wirth bluntly told the United Nations what he wanted in Cairo in regards to population control: ‘Our position is to support reproductive choice, including access to safe abortion.’
Vice President Gore’s denial of a pro-abortion policy is also contradicted by the record of the Clinton administration.
- The Administration restored about $15 million to the International Planned Parenthood Federation, a London-based consortium that runs campaigns to repeal the pro-life laws that remain in effect in most less-developed nations. In restoring funds to IPPF and other aggressively pro-abortion groups, “In effect, President Clinton is taking money away from agencies that promote contraception, and giving it to those that seek to promote abortion – even in nations where abortion violates the cultural, religious, and legal values,” NRLC Legislative Director Douglas Johnson said.
- In March of 1994, the State Department sent a cable to all American embassies around the world urging them to coerce local governments to make abortion a “fundamental right of all women.”

The Clinton administration nearly doubled U.S. spending on world population control programs (from about $300 million in 1992 to $585 million in 1995) and, in keeping with the United Nations action plan, sought to double population control spending again in the next five years (up to $1.2 billion for fiscal year 2000). The stated goal of the action plan is to provide birth control and family planning services by the end of the decade to all 600 million women of childbearing age in developing countries.
The push for “international cooperation” in treaties and trade made Al Gore the greatest fiscal promoter of tyranny worldwide in U.S. history. Right now, the U.S. pays for abortion to +1 year of age in two continents and over 50 countries. All that remains for the elderly in these same countries is rumor… the monies are used for “health-care” services, for instance, in India but mysteriously these same elderly do not have a very noticeable survival rate (notice that the ads are “for the children” and speeches regard the elderly only within 8 weeks of an election).
As U.S. Secretary of State under President Barack Obama, Hillary Clinton announced at the 15th Anniversary of the International Conference on Population and Development, the launch of a new program that according to Clinton will now become the centerpiece of U.S. foreign policy.
This new program is known as the Global Health Initiative, and it is being incredibly well-funded at a time when the U.S. government is drowning in debt. According to Clinton, 63 billion dollars will be spent by the U.S. to prevent pregnancies and to improve “family planning” services around the globe over the next six years. In other words, the new centerpiece of U.S. foreign policy is all about eugenics and population control.
This Global Health Initiative is not an Obama initiative at all, but merely his continuation and expansion of the UN’s global population control program, which is a priority concern for some of the world’s wealthiest elites who want to see the planet’s human population drastically reduced. The real initiators of Obama’s GHI are Bill Gates, George Soros, Ted Turner, Oprah Winfrey, David Rockefeller, the World Economic Forum, the Clinton Global Initiative, the United Nations Foundation, and the International Planned Parenthood Federation.

Presidential Candidate of the U.S. Taxpayers Party, Howard Phillips, said, “We don’t think support for murder is something to be tolerated, let alone subsidized by the provision of tax dollars to that instrument of organized crime which some people call Planned Parenthood, Inc., but which I prefer to characterize as ‘Murder, Incorporated.”


There were approximately 50 million abortions in the world in 1994.
It is clear that the United States government was attempting to promote its own liberal agenda for population control throughout the world. “Family planning“ has become a euphemism for “government-planned procreation.” We’ve exported the radical notions of Joycelyn Elders and her allies to bureaucrats in more than 170 nations. And if they don’t like it, we will use the enormous prestige of the United States to coerce them. Our goal is to make other nations adopt the bankrupt and divisive policies that have failed so dramatically in this country.
Population control efforts were viewed by the Clinton administration as essential to improving the economic well-being of the world’s have-nots and protecting the environment.
Clinton reversed the 1984 “Mexico City Policy” which required that U.S. assistance for overseas birth control programs be provided only to organizations that did not “perform or actively promote abortion as a method of family planning.” The Los Angeles Times (Jan. 24, 1993) quotes Mr. Clinton as saying, “Many believe that [rescinding the ‘Mexico City policy’] is one of the most important environmental steps we can take.”
According to the Boston Globe (Jan. 20, 1993), Bill Clinton complained that the anti-abortion “Mexico City policy” established by President Reagan “had severely limited international family planning and population control.”
Douglas Johnson, NRLC legislative director, said, “Clinton’s actions means that U.S. tax dollars will be used to pressure African and other Third World governments to accept abortion as a method of birth control, although abortion violates the legal, cultural, and religious values of most less-developed nations.”
Mr. Clinton’s moral confusion is chilling: the unborn must be sacrificed on the altar of environmentalism.
President Donald Trump reinstated the policy on January 23, 2017. Trump not only reinstated the policy but expanded it, making it cover all global health organizations that receive U.S. government funding, rather than only family planning organizations that do, as was previously the case. This includes offices such as USAID, the Department of State, Global Aids Coordinator, Center of Disease Control and Prevention, National Institute of Health, and Department of Defense.
